The people in North Korea do not have a voice in the country's leadership because power passes from father to son. They have all supported prison camps where their own people are being tortured. Also, these leaders have not admitted to having the prison camps.
In 1910 Japan annexed the Korean peninsula and ruled Korea for 35 years after that. After Japan was defeated in WWII, America secured the southern part of Korea and Soviet Union took over the Northern part of Korea. This is when Kim II Sung became the first premier of North Korea. Kim and his successors have kept the country in isolation to consolidate power and not have much rebellion. With isolation came economic depravity and the abuse of human rights.
North Korean rights are based on the theory of collective responsibilty. Individual rights get less priority than collective rights. Even thought the government of North Korea claims that their constitution guarantees the rights of the people, this guarantee has been fully violated and misused.
